Sending multi-channel fallback requests

With conversation API, enterprises can send fallback message requests as in if RCS is failed, then attempt WhatsApp and if WhatsApp is also failed attempt RCS. Enterprise can choose any two or all the three channels together in whatever order they deemed fit.
